Default Question for someone who knows Dreamweaver AND GoLive

I am contemplating a shift from GoLive 9 to Dreamweaver CS3, but there are a couple of questions I can't find answers to.

    1
GoLive has the concept of a "component" - a code snippet that can be maintained centrally - i.e. it can be inserted in many pages, but is maintained in only one place, which will cause all the other pages to be updated as well - very useful for menus and the like. Does Dreamweaver have a similar sort of facility?

GoLive also has the concept of "smart objects". I can have an image stored in one place, and different versions of it (size, cropping etc) throughout the site, and GoLive will maintain different "child" versions of the image, allowing them to be resized individually, with GoLive re-optimizing them from the original image, without affecting any of the other "children". Does Dreamweaver do anything like this?

Also, has anyone had experience of MS Expression Web, and can offer opinions - especially to the above questions?
