    On XP Home, Outlook 2002.

Changing the time format under Control Panel - Regional and Language to 24 hour format changes Outlook.

Control Panel - Regional and Language - Regional Options - Customise - Time - Time Format - HH:mm:ss (not HH:mm:ss:tt)
