did you install desktop themes with your new install of windows?
i think that has more backgrounds e.t.c?
if not just go to add/remove programs in control panel and choose win setup and its in there somewere.

You may be interested in Desktop Architect if you're doing themes, although you should have setup Theme's when installing windows.

If not, its in Add/Remove Program's under the second tab along.

Desktop Architect allows you to edit the themes for Windows, so you can download other themes with things that may sooth you, be it clouds or anything else :-)

It might be as part of the 98 Installation where you have all those options, Desktop Themes is one of them but off memory and it has been a long time since I played with 98/98se but on the Windows Update Site they also had additional themes. Also additional themes I think came with 98Plus! I think it was called.
