Default XP hangs on 'Saving Settings'

I have had an ongoing intermittent problem with my computer not powering off properly. It is happens about 50% of the time. When I shut it down. It goes from "Logging off" to "Saving settings" and then hangs on "Windows is shutting down..." It is an Athlon 1800+ with 1GB of ram running XP professional. I've installed SP1 and it makes no difference. Does anyone have any suggestions?

The fix this link refers to is included in SP1. I have SP1 installed and the problem persists. Any other ideas?
