Create 2 textboxes. Place them side by side like this:[pre]|-------|-------|
    | | |
    | | |
    | 1 | 2 |
    | | |
    | | |
    |-------|-------|[/pre]Type away in textbox 1, once you start to overrun it's size (or even before, it's been awhile since I used Publisher) there should be a little button with a chain or link icon in it attached to the bottom of the textbox. Click it, then click on textbox 2.
This links the two together, text will overflow from textbox 1 into textbox 2.
If you were wanting a heading to span the 2 textboxes create another and place it at the top, like this:[pre]|---------------|
    | 3 |
    |---------------|
    | | |
    | | |
    | 1 | 2 |
    | | |
    | | |
    |-------|-------|[/pre]

You could then group the whole lot by Ctrl+clicking each textbox and then hitting Ctrl+G (I think) on your keyboard. This allows you to move all three as a single entity.

You can do it as antmannz has suggested, with your heading in a WordArt frame above them, or you can create your text box, go to Format>Text frame properties and choose how many columns you want there.

Apart from using a WordArt or another text frame I don't know how you'd get a heading spanning across the top of the columns.

Why not just use a table? Create table 2 columns wide & 2 rows - resize , merge etc until you get the size you want.
