I was wondering whether Star Office has something in it that could be useful - I think that's free?

Hi. I had Ensemble II Print Shop Deluxe from about 5 years ago, from Broderbund Software - it was quite good in it's day, though pretty infantile by Publisher's standards but perhaps is still available free in an improved version. Suggest you try download.com or tucows.co.nz for alternatives.
