Americans, by and large, are polite. They possibly thought it was worth listening to what she said, and showed appreciation only when she paused. (With Trump they tended to yell a lot while he was speaking, either because they didn't want to hear him, or maybe because they were impolite and ignorant supporters of him.)

What she really meant was, dishonest , lying , denying facts, blocking questions in parliament, refusing access to dept heads for questions , refusing access to the head NZ police for questions

And let's not forget, Honorary Doctorates are a dime a dozen, and are a payment for services rendered (as in making a speech). Kermit the Frog once received a Doctorate of Amphibious Letters. No doubt, Miss Piggy would also have gone into raptures, a bit like Zwerty has done here.

Honorary degrees are now known as a celebratory gesture and hold no weight in society, though some recipients use the Ph.D title, despite being urged not to do so. Either way, they add a bit of fun and distinction to a commencement ceremony! (An observation penned by someone else, but quoted here as being spot on)/
