After a bit more of sfc/scannow, I went back to the power button and did the updates. This gave me build 19041.746, I then did an upgrade to build 19042.572 (20H2)! So it seems that am up to date. Thanks for the advice.

Running sfc /scannow sometimes does need to run several times. What happens is lets say (for simple state) theres 5 problems, it may fix 1 at a time, and cant fix all at once. So running multiple times is not uncommon.I have run power shell, and got the update log. Earlier today it had 16 reports, all but the last one had 10 items, will the last having 6. I have also run sfc/scannow, which has given me the same message 14 times! it is: "There is a system repair pending which requires a reboot to complete. Restart windows." After this I ran PowerShell again, got 17 reports, 16 with 10 items, and the last with 3. It looks like progress, I will log out now and rescan. Is this normal?
