Haven't used Win10's Media Player.
Inserted a CVD but couldn't get Win10's Media player to play.
It also couldn't play a MP4 music file.
What's happening here? I need to use a third party program like VLC to play?

Some files wont play in Windows Media Player anymore (due to legal / licencing reasons) or incorrectly created files, due to not having the proper codec pack for it (had some MP4's not work)
Use either VLC or MPC-HC. MPC-HC plays just about anything And you can alter output far more than VLC.

CVD? not familiar with that one. If you mean DVD MS dropped support so they don't have to pay licensing.
I just use VLC for everything, works for me. Well except Blu ray, I have a paid app for that from DVDFab but I hardly ever use it any more.
Ryzen 2700X, 16Gb DDR4RAM, 512GB M.2 NVME SSD, MSI GTX1070
I was under the impression that MP-HC wasn't supported anymore, but obviously it is still
The original isn't but this is another version that some others have continued with.
As per the wording on the page:
Note: The original MPC-HC was abandoned by developers in 2017 but this version carries on the legacy.
