Windows HDD error check

Every once in a while, when booting the computer, Windows wants to check all the hard drives for errors. (or some similar wording) Also allows you to press any key, drive by drive, to bypass this check. What triggers this desire to check all the drives occasionally?

What manual command could be used that would do the same check on a selected drive?

cmd :run as admin
chkdsk C: /f
chkdsk C: /r (for a longer check, full surface scan)
Dont do a surface scan if its an SSD

or download the disk check tool from the HD manufacturer (seatools, wd diag etc)

You might have a failing HD if its doing a scan too often on startup .
