    Default Annoying double-click problem

I am using tablet mode for my W10 computer, as the size of the shortcuts is better for my aging eyesight. Recently some of my shortcuts are requiring two clicks to open. The first just places the shortcut icon into the taskbar, and the second opens it on the screen. Settings are set to single click, and this has always worked in the past. I know this is not a "major", it is just an annoying hassle, which I know should not be there. How do I fix it?
