Back in Post #8 I linked a couple of sites, the first has a lot of options.
When you open file explorer from the taskbar:
Do you see Recent Items listed : ?
Example of Mine
Assuming yours are NOT showing, On the 1st link, option 4 there's a couple of .reg files, download and run the one that says "enable Recent items"
As a test I got enable and disable , ran the disable opened File Explorer and recent Items disappeared, closed window, ran enable and they came back.

On a clean install of Win10 (v1909) here , ~recent items~ simply doesnt work . Just tried it.
So may just be a windows bug or a feature they removed ?
Edit : right clicking the Word icon on the taskbar shows recent word files, hovering mouse over doesnt show them.

Just doing a clean install as well 1909 , and guess what -- Recent Items are there from File Explorer.
This is from the boot directly after install, still not connected to the internet or activated, drivers still to install. (haven't even removed the USB Install drive yet)

So, when i open file explorer from the task bar i do have a list of recent , exactley like your, Wanuitech, although my recent file list is populated. So the recent files in Quick access is working fine. Im not sure what has changed but the pop up window (JUmp list) now appears when i right click the file explorer icon on the taskabar, but no longer when i hover over it.
However, i am going to wave the white flag on this problem, the user is happy that the right click works, which is nice.
