Is it in high contrast mode? Try changing the theme back to the default Windows one and see if that sorts it.

It may be a driver issue , roll back or update the vid driver
This week I had to roll back a Win10 driver update (came in through Windows updates) as it was screwing up the display in browsers (on a 2 month old laptop)
Have you tried a different browser to see if it's the browser at fault?
Which one do you use?
Ryzen 2700X, 16Gb DDR4RAM, 512GB M.2 NVME SSD, MSI GTX1070
If its ONLY happening in that app , then the obvious answer is its only that app.
Do you have any display Themes set ? or anything other non standard with the win10 settings ?
That Win10 app It gets some bad reviews , just remove it use use the browser
