I have sort of signed up with them. as I think they may be useful.
But would I am a bit reluctant to give them my street address and real name.

They seem to be linked to a media organisation, so
once you give them(or any online site) your info, its out there, in the cloud , on yet another database, forever.
Privacy T&C's can be considered worthless, in general (going by what actually happens in the real world).
In general , with these things
Create a junk, gmail email adress & give them that .
Just check that junk gmail a/c every now & then. Because its not your main email adress it doesnt matter if it gets spammed
Give a (slightly) false name, a false date of birth if they ask , and a false address (same st, false number)

It seems a good idea in theory, but there is no way I reporting any crimes to them and giving my name and address on the web!

I joined my local Neighbourly awhile ago. I managed to unsubscribe from all the emails OK. You have the ability to only show what info you want public. I changed the show address setting to road name only - only other address verified members from my specific neighbourhood can see my road name. I also tweaked a few other privacy settings or what things I wanted to see.
I have used it to get recommendations for local trades people and to occasionally see what is going on. I was disappointed to see many posts were from a group of members (including leaders) who dominated most posts and treated the message board as like it was facebook. That has toned down since the site admins obviously told the neighbourly leaders to tone it down (and gave one the heave-ho). You do have the option of muting people if they really get up your nose.
There is a fair bit of advertising going on, but you can block certain types of messages.
You don't report crime to them per se - you notify the police. You can use it to alert the neighbours of suspicious behaviour or other criminal activity. Some have used it to see if anyone witnessed a burglary.
I would give it a go, nothing to lose and you may find it helpful.
I joined because I thought it was going to be a neighbourhood watch kind of thing, turns out it's more like a community notice board so I rarely ever go there.
I only get emails notifying me when I've commented on something, so almost never. Must have turned off the rest somehow but I forget.
