Looks like the Anniversary update, did the same thing
It probably applies to the Fall update as well. Since it adds new features. So, it disables system restore
that makes sense, dont want to restore system files from an older build of 10
What MS should do then , is clear out the system restore & then re-enable it .
MS update leaving system restore disabled is nuts .

System restore is disabled because you can't do a system restore between different Windows build versions. If you need to rollback to the previous Windows build you can use the Recovery option under "Settings--->Update & Security--->Recovery". This will allow you to go back to the previous Windows build.
Windows holds the required files for the recovery process for a month at which point it automatically deletes the files and also re-enables system restore.

It's also worth noting that with every update that damn Xbox DVR thing gets turned back on again. I hate it!
