Win10 Snipping Tool not working

Fresh clean install of Windows 10. Everything seems to work OK, .... but...

The 'snipping tool' doesn't work.

How do I get it to work?

What's it doing? Or not doing?

At first, it does not open at all - doing nothing.

After fiddling with the setting, and a few restarting of the Windows, it seems to be working now , funny.
