I have not been convinced that the 'thing' is a chain breaker - it looks nought like any chain breaker I have seen. I was interested in the series of 'steps' near the terminal groove. It looks as though items of differing diameters are meant to fit there, and I started wondering whether this could be a tool for removing spent detonator caps from cartridges of different sizes. Certainly a cartridge could fit nicely into the groove.

If this hasn't been resolved, my 2c worth is that it's a measuring device of some sort, such as calibrator or micronometer. Just my guess.
Bugger the cancer. I'm suffering from terminal inertia.
