Disconnect any usb devices that aren't needed, unplug all your drives from the SATA connectors, see if you can get into BIOS then.
Basically disconnect everything that doesn't absolutely have to be connected to see if any of it is causing the issue.

If the CPU fan has dual connectors like some do try plugging a case fan into one of the headers to see if that fools it just in case it thinks the fan's not spinning.

It needs BIOS 1008 to support that CPU.

    Core i5-4690K (3.5Ghz, 4C, L3:6M, HD Graphic, 88W, rev.C0) ALL 1008

If its not on it now, you'll either have to take it to a shop and get them to flash it. Or you'll have to buy or borrow a CPU that it supports then do it

Look at the sticker on the mobo. The last 4 numbers under the barcode (at the end) is the BIOS version thats on it. If its not over 1008, you'll have to do the above

Update: so i took it down to the local PC shop, worked through as to what it could be.

Turns out the 8 pin attached to the 24 pin into the PSU wasnt plugged in so a bit derp there.

    The bios was fine.

In the end though the pump/cpu block was faulty and temps were hitting 85C, so ive got the stock cooler on there until my CoolerMaster Seidon 240 turns up

Oh and Windows activated on the new hardware without issue which is awesome.

Did you buy an SSD while you were there?

Why would you need a 1TB SSD? Most people can get away with a 240 (ish) GB and then use a couple of mechanical drives for storage.

You can manage quite well with a 120 and a 256 is great but after a while you start to wish you could fit everything on 1 drive so I understand the desire for a bigger one. I have a 256 and a separate 1TB data drive and my steam library is split between them. I'd love to have all my games on the SSD though and fully intend to go 512 or bigger next time I buy a drive. I've even been tempted to just replace the data drive with a large SSD so I don't have to reinstall windows.

On a related note I just recently did a refresh to clean install on windows 8 using it's inbuilt refresh tool (great feature but not perfect) and on completion a fully updated windows 8.1 install was taking 16G
