Depends if you want to use it sometime. In which case, you cant if you turn it off. I dont think its best practice to turn it off completely. You usually disable it if you've got malware. And after you remove that, you turn it back on.
But it can take up a bit of space, so if you're short on hdd space, you can turn it off
I'm not sure I've ever thought it best to turn it off - except temporarily as Speedy said when cleaning out malware etc.
