    my understanding is the scanner is just another app on the staffs phone. It checks that the QR code info matches the name and date of birth. It doesn't save any data.

    Yes they do. I have unlimited data with spark, but if I don't pay for unlimited tethering, they cut me off after 5GB of tethering
