    You have checked that the on/off button contacts are making contact when the button is pushed? Even if it doesn't boot the psu should still work and put out correct voltages and the fan should spin.

    Measure the standard voltages coming off the power supply, ie 12Volts, 5 volts, 3.3, -12, -5 are present.

    Make sure the video card or video output is connected to a monitor correctly.
