Depends on what you want to do with the partitions - Windows 7 can handle basic resize operations, but for much more than that you'll need something else - GParted for a boot disc or EASEUS Partition Manager are good :)

People still use Partition Magic.?? For the past few years I've been using the free version of EASEUS Partition Master 9.1.0 Home Edition

A freeware I recently used to re-size and move partitions on my HDD with Win 7 was Aomei Partition Assistant. It will run from within Windows, or from a bootable CD which is a very useful option. Other (Windows) free partition managers seldom allow a boot CD to be made, you have to get the paid versions.
