Files / folders on left task bar?
In older windows versions it was possible to have a permanent (or floating) task bar that listed the documents and shortcuts, so you could have quick access to folders and subfolders without having to open explorer, navigating to the folder and file.
Is there an app for that now for Windows 10?
Ideal would be having folders expand from drop downs so you can quickly navigate to the files you need?
I just miss that feature as its just more clunky to open explorer each time.

1st thing that comes to mind is a program from https://www.stardock.com/ if you click on the software look for Fences. There's also object dock (same link) I been using that for years to put shortcuts to various Apps, locations etc, its like a fully customizable Tool bar along the top of the Taskbar.
Along the same lines there's Nexus Doc https://www.winstep.net/nexus.asp or https://www.winstep.net/products.asp Works similar.
If you have Windows 10 pro Or ( you can install separately in Home- after downloading's the parts) you can run them in Sandbox as a trial that way you can see if they will do what you want without having to install directly onto your working PC.

I found Rocket Dock if you want like a Mac pretty expanding dock but its not got the subfolders I need.

Rocket Dock is old news, outdated.
All the Docks are different, some have features only in a paid version.

Nexus is highly customizable in may ways, also does sub folders, Here's a quick Video Showing, its done in Sandbox so basically no data. If its not what you want better keep looking.

I have been using Fences for years, and wouldn't be without it. I never understood why Microsoft didn't put something similar (or identical) in Windows.
