Suspect the server doesn't have the updated DST times for NZ installed on it, thus it thinks DST has ended, while the clients don't.

i did whack the DST patch on the server at 3am this morning. Im still having a war, i did managed to get it to sync with "msltime.irl.cri.nz" but it always changes the time to one hour behind the real time, which is now causing access issues, due to the time difference (1hr between server and clients)

Do any of these errors appear in event viewer ? (http://support.microsoft.com/kb/816042)

This may or may not help (http://www.spectracomcorp.com/Support/Library/IntegrationGuides/SynchwithW32Time/WindowsXPworkstations/tabid/181/Default.aspx)

You need to check if both the server and clients have installed the 2007 DST NZ patch!

The server should always be serving up UTC (currently 13 hours behind us)

It is up to the client to make provision for local time zones and daylight-saving.
