First it started with control panel not opening so I looked around on the net and found it was probably because sl ui service was not running, so tried to start that up and could not because dependencies were not running. So went through that list, and found software licencing not running.
when i try to start it it gives me
"windows could not start the software licencing service on local computer.
error 2: the system cannot find the file specified"

Now, slsvc.exe is sitting exactly where it is meant to in windows/system32/ which is where the service says the executable is. Even if i try manually start it up by double clicking or running it in a elevated command prompt it just sits there blank for about 20 seconds then the window closes, or it goes back to waiting for command.

Any idea on how to fix the service? I have had a bit of a look around but there's not much useful information on it.

Tried startup repair and doing the sfc/scannow. both passed fine. I do not have system restore running, so I'm starting to think a reinstall is in order.

Are you using Vista 64 bit??

If you are, those missing entries may mean hijackthis doesnt fully support 64 bit. According to some sites. Dont worry about it

This may or may not fix the problem - bit of back ground history first- I have a couple of customers who have problems with Vista's control panel not opening, and other services not working, the printers wont print.

copy the below text exactly as written to notepad ( I'll put it in blue) then save it as Tempfix.bat double click it, press y, then enter and that will restart the services as mentioned above.

@net stop "Software Licensing"
@net start "Software Licensing"

If the above .bat fixes the problem, a work around is to click start, open All Programs, scroll down till you locate the Startup folder, right click it - open, copy the tempfix.bat file into that folder, it will run each time windows starts.

speedy: yes, using 64bit business.
wainuitech: using that batch file, control panel now opens and stays open but is empty and has a small red x at the end of the address bar where the refresh button usually is, pressing it closes the window

Did you reboot after ticking those entries in the log?

Ah, looks like the prob youre seeing (the blank control panel) can happen if youre using a Nvidia videocard.

Here's a few sites, with the same prob as yours

Here (http://thevistaforums.com/index.php?showtopic=5835)

And here (http://forums.microsoft.com/Communities/ShowPost.aspx?PostID=1250225&SiteID=6)

Try this from the 2nd link (If youre using Nvidia drivers)

Here is a workaround:

1) Launch services.msc from a run command
2) Find the SLUNotify service & stop it
3) Find the Software Licensing service & stop it (it may say that ReadyBoost needs that service to run; stop it anyway)
4) Restart both services, starting with Software Licensing

Yeap, certainly did. no change thus far apart from control panel shows the red cross. still quits itself after about 20 seconds though.

And disable auto updates. By the looks of it, this does something

SL UI notification service is already stopped as it cannot start with software licensing, software licensing still does not start

i tried disabling automatic updates, ive just reinstall graphics drivers and it still doesn't work. have started backing stuff up onto another computer, isnt looking positive:yuck:
One thing i have noticed is that booting from the bootstrap style loading screen to the login screen is taking AGES, i used to be able to restart from windows to login screen in a minute, now its taking around 30 seconds more. I think it may have something to do with software licensing service and the services that rely on it trying to start, restart, restart.

Try this (http://forums.community.microsoft.com/en-US/genuinevista/thread/16783c9d-2a8f-42d0-89c8-156dd3c02090)

Try the following, from the above site then stop and start the previous services

All you have to do is to go to C:\windows\, right click system32 folder and clear the read only check box. It will work.

It sounds like it cant write to this folder (and the files in it) to probably start the service. Which is probably why it cant find the file.

One user had the exact same prob as you:

Looks like i may have found the root of the problem. I can't get permissions for system32 folder, it denies me regardless of what I try do. administrators have blank permissions. cannot untick the readonly, it just denies me access to all the files

It looks like the whole folder maybe protected (against you altering it)

This is by design

Try right mouse on the system32 folder / properties /security tab if its there (if its like XP).

Click on add (type in your username here, the name when you click on the orb). Or the name of the computer. Click on check names. OK. Tick full control (if its there), then OK.

Then try it

Yea, i had tried that, didn't work at all. I had to take ownership of it. I just restarted with read only off and it hasn't changed anything sadly. Still same error in starting up software licensing, and still unable to access control panel

Another site says right mouse on windows explorer and choose run as admin, you tried this?

dirtbag
02-08-2008, 08:07 PM
I have managed to take ownership and have permissions to do everything, have taken off read only, still no change. I even went as far as enabling administrator account and logging in on it trying to see if it would change anything but hasn't.
