I would send email to FLstudio, whatever theyre caled.

And send the error youre getting, in the email.

The error could mean anything.

tell us the exact error might help, are you sure the program will run on 98? perhaps you need some updates (for windows) to make it work?

I don't think you need to look too far for the answer...

Minimum System Requirements

Pentium III or Athlon XP (any processor supporting SSE instructions)
(or) Intel Mac with Bootcamp (running XP or Vista)

Windows 2000/XP/2003/Vista (32 & 64 bit)

256MB ram
200MB free harddisk space
Windows-compatible soundcard with DirectSound drivers. ASIO drivers are required for audio recording (FL installer comes with generic Asio4All drivers)

Does FL Studio work in Windows 95/98/Millennium/NT/200/XP/Vista?

FL Studio currently supports Windows 2000 and newer. This includes Windows 2000, XP, 2003 and Vista.

While FL Studio might work in Windows 95, 98, Millennium and NT, we don't officially support those anymore.
We recommend upgrading to a newer version of Windows.
