Dont think so, unless you've got some Pro version of Adobe reader or Foxit.

Or you scan it with something and resave it as a PDF file.

Probably the easiest way would be to get something like this (http://www.freedownloadscenter.com/Utilities/File_Cataloging_Utilities/pdf_to_word_converter_Download.html), install Open Office (http://www.openoffice.org/), delete the pages you need to using O.O., then save it as a .pdf (O.O. allows you to do this).

I use PDFCreator to make my pdf files
and when I print to pdf I can put it on hold and it'll go into this manager kinda thing
then when I print again I do the same thing so I have two items on hold

then I can merge these two items together making one document

so I guess you can try to print the range of pages you want without the unwanted page, then join them together

oh and now I kinda just thought about this other method
why not just set print pages 1,2,3,5,6,7 to skip page 4
so the new pdf won't have the unwanted page 4

Long techy answer: PDF isn't a linear document representation and so you can't just remove a page (PDF, like Postscript, can have programming logic to do with page numbers). You can print certain pages to Postscript/PDF but the conversion between these formats isn't lossless and so you may lose data. See page 6 of http://www.pdf-tools.com/public/downloads/whitepapers/whitepaper-pdfprimer.pdf

Short answer: Print the pages you want in order to remove it but check the result to see if it looks weird.
