Don't run more than 1 firewall at the same time.

Get rid of / uninstall Nortons, Norton's Personal Firewall, or Outpost.

So ONLY 1 of these firewalls remain.

These dont have to be in startup

O4 - HKLM\..\Run: [RemoteControl] "C:\Program Files\CyberLink\PowerDVD\PDVDServ.exe"

O4 - HKLM\..\Run: [NeroFilterCheck] C:\Program Files\Common Files\Ahead\Lib\NeroCheck.exe

O4 - HKLM\..\Run: [SunJavaUpdateSched] "C:\Program Files\Java\jre1.6.0_01\bin\jusched.exe"

This one looks suss

O4 - HKCU\..\Run: [PLAN SAVE] C:\DOCUME~1\ADMINI~1\APPLIC~1\GLOBAL~1\List Open.exe

O20 - Winlogon Notify: WgaLogon - C:\WINDOWS\

IE is random. Try Firefox or Opera.

Not really a solution. Pop-ups continue to come if i use firefox.

Try ctrl+Alt+Delete - take a screenshot and show us what processes are running.

You say you've done some scans - maybe try them all again in Safe Mode.

Your Hijackthis log looks incredibly excessive. You've got a lot of crap running. Try disabling everything in your Startup (except firewall and anti-virus).

This is an AV and a firewall isn't it?

O23 - Service: Norton AntiVirus Firewall Monitor Service (NPFMntor) - Symantec Corporation - C:\Program Files\Norton AntiVirus\IWP\NPFMntor.exe

This

O4 - HKLM\..\Run: [Outpost Firewall] C:\Program Files\Agnitum\Outpost Firewall\outpost.exe /waitservice

NPFMntor is a monitoring service from norton. It monitors if there is any firewall running.

& outpost is my firewall.
