Telecom said it had 2984 cabinets, of which 42 boxes were running at full capacity.

Whats that ... about 1.5% capacity, just how long does it take to upgrade 42 boxes out of 2984?

What is just as bad is the fact that local boxes have Conklins to connect your copper wire back to the main exchange.

These have a backhaul limit of 2.0mbps. This means that you will NEVER get better download speeds than this and that ADSL2+ will NEVER be available to you.
