(1) What is low latency ram?

(2) What does the CAS rating mean? Is lower the best. CAS 2?

Low latency RAM takes less time to fetch the first bit of data after a request of data has been issued. It delivers improvement over standard latency RAM for large data set, graphics intensive applications which make frequent random access of main memory. Some examples are games, digital media encoding, 3D rendering, etc.
This page also gives a very brief description of CAS.. and yes, lower CAS is better :)

. . . personally I'd prefer to get more ram than pay extra for low CAS

it depends. if your not useing memory hungry programs then CAS can make quiet a difference. some programs don't need large bandwidth or large amounts of memory, some programs really go well with low cas ram. its a lot like the dual ram debate, trading latency for bandwidth.

small tip, cheap way of geting lower lantency ram.....simply buy a faster speed ram. generally they will run at the slower speed but at a better latenacy.
