Wouldn't Windows Movie Maker do that?

Windows Movie Maker 2.1 (http://www.microsoft.com/windowsxp/downloads/updates/moviemaker2.mspx)

Pres.. I'd sugest using Pinnacle Studio 9 or Power Director 4, they are the 2 top rated DVD Editing and Manipulating packages. Highly Powerfull, but need a goog machine. Only thing is , I cant remember if you need to rip DVD to DV files first or not. But definately the best you will get. :)
