my friend hAS A dell computer with a hl-dt-st rw/dvd gcc-4481b DUAL CD/DVD WRITER
RECENTLY it can read dvd's but cant read cd's
any help would be greatfuly appreciated

Well some more info would help.
How old is it?
Did it ever read CDs?
Is it commercial CDs? Software CDs or music CDs? Or home made CDs?
Any or only some it has trouble with?
Does it give any error messages?
What operating system is the PC running?

it stopped reading cd's a while ago but computer is only a year old
it does not read comercial, software, music , home made
ocasionall it will read a music cd but takes ages to load

Probably faulty. Although you could try right click the CD drive from My Computer, select properties, and unticking the Ebnable digital cd audio for this device.

You could try a cleaning CD, though those rarely seem to work. Best bet is probably to get a new drive under warranty if possible.

yep agreed , sounds like a warranty/ hardware problem ...
