photo editing program is the only way I know of, such as infranveiw
there is a bit more invloved than just changing the file extension.

Where are you getting all these bmp files from that you want to convert.

If you save an image from a web site and you only get the option to save as bmp and not jpg there is a fix for that

Yeah it's simple - just browse to the image file in Windows Explorer, and rename it with the jpg extension. Most image viewer programmes (if not all) will now view it as a jpg.

However I'd question why you'd want to do that, because using an image editor is simplicity in itself, and you'll be able to choose the percentage of compression you want. Just by renaming it in Explorer won't compress the file, so there's little reason to want to do that.

In fact in the test I just did the resulting jpg is 3 times the size of the original bmp

I'm guessing that's an IE foible? In Netscape you get the options you want - perhaps you can remind us of the fix, because it sounds likely that that's the real question behind olldaddy's question.

Have you got a big stack of scanned pictures you want to convert, Poppa? Irfanview will do a batch conversion for you. Go to File>Batch conversion/rename and have a play in there.

Note: To be on the safe side, in case you have a little "accident", make sure you have backups of the original files before you start. Either copy the originals to CDs or to another folder on your hard drive that can be deleted after the task has been done safely.
