When I double click on the icon the program starts and I get the outline of the program but then it hangs so I do Alt+Ctrl+Del and in the task manager it says that Outlook Express is not responding, I have tried updating to OE6 but still the same problem. What has happened and how do I fix it.

What version of Windows do you have? You may need to try a repair of Outlook Express.

Have a look thru these pages not all for win ME but may give you a clue for a fix. Doing a repair or reinstall sounds good.
