If your sure you haven't got either the ctrl or shift key down while dragging, you might want to look at your Mouse set up in the Control Panel. I know Microsoft mouse software allows you to modify the buttons into numerous configurations.

windows will guess what you most likely want to do.

to over ride this you can push
SHIFT to move
CTRL to copy
ALT to make a shortcut.

Are you moving files between drives or partitions? If so, then it will copy rather than move.

What I do for all files I want to move, whether between partitions or within a partition, is to right click it and drag. I get the option then to move, copy, or cancel if I make a mistake.

left click and drag will move the file, right click and drag will give the options of create shortcut, move, copy or cancel at least on 98 se it does

Use the right mouse button to drag and you will always be given a choice.

If you have tried all the other suggestions and still have the problem, try another mouse, I had a similar problem. A new mouse fixed it.
