You'll most likely need an icon editing program, such as Microangelo, but you will need a program called 'ResHack' (Resource Hacker) to do the actual icon replacing.

ResHack can open certain types of files, and you can browse the icons, cursors, bitmaps, etc that they have stored in them. It should be a simple job of finding where the Control Panel icons are stored (try the .cpl files themselves, or perhaps [but less likely] shell32.dll), and replacing the icons stored in the files. Then use TweakUI to repair the icons (or reboot/log out), and your icons should be different.
