Your other user who has to re-type their username/password has not associated .Net Passport with their WinXP account.

Go to: Control Panel - User Accounts - and click on your partner's account name. Then click on the button which says "Set Up My Account to use a .NET Passport", and follow the onscreen instructions.

To auto-login in both accounts, make sure in the Tools-Options and General Tab, that the "Allow Automatic Sign-In When Connected to the Internet" box is ticked.
