I have got a Logitech webcam, which has a very poor picture quality.

Is there anyway I can download something to make the picture sharper/brighter.
I am not talking Nikon qaulity, but something a bit less "grainy" would be nice!

I doubt it.

Webcams are deliberately low resolution to avoid high bandwidth requirements.

Try viewing the video stream in a photo editor program (most will allow it, using File - Acquire, if a TWAIN driver is loaded). That would eliminate the webcam software, which may be compressing.
