Most (if not all) USERS do NOT need an ATA controller but most disk drives do. They usuually come standard with the motherboard, although you can get ATA controllers (PCI-based) for specialist uses such as an ATA RAID card.

on a older motherboard like my one its ATA66 on a Abit kt7a so I got a PCI card that suppports ATA133 helps speed up things a little also it enables me to put heaps of HDD's etc into the PC
