How about VirtualDub? Not sure if that will do the type of video editing you want but it is free.

Try MovieXone - it's free, and seems powerful (although i've never properly used it to edit videos).

It depends wot the word "Editing" means in ur context, if u want to re-encode and split file or sync the dubbing or etc use Virtual Dub, if u want to recreate scnes with diff. effects or add movie magik to them use Adobe, but for simple editing use Windows Movie Maker.

Ulead is alrite, alto Adobe have set the standard very high for video editing programs, if cash is not a factor for u try out Pinnacle Studio's Home Master Cinema, its a hard out video editing program with heaps of features to keep up for 6 weeks continusly. It also comes with a firewire card for inputting ur own analogue or digital video to ur comp.
