Have been told of a system called "pc booster" from Inkline Global coy.which boasts that it will speed up any PC. Is this for real or just another hoax?.my friend has downloaded it and says it is ok

There have been some reviews on this product ... a brief google search gives the two listed below:

Give Your System a Boost (http://www.pcmag.com/article2/0,4149,15379,00.asp)
Excerpt from that review:
The company's claim of a 30 percent increase in performance with Windows 9x and Me was not reflected in our benchmark tests (WinBench 2.0, Content Creation Winstone 2002, and Business Winstone 2001), but we did see some improvement. We tested the software in automatic mode on a 1-GHz PIII machine with 256MB of RAM, a 40GB, 7,200-rpm hard drive, and Windows Me. In WinBench, we saw an 8 percent increase in performance on the Disk WinMark tests, but a 12 percent decrease in the Graphics WinMark scores. We also saw improvement in apparent performance, such as with menu speed.

The other review can be read here: inKline Global PC Booster System Optimizer Review (http://www.tweaktown.com/document.php?dType=review&dId=232&dPage=1)

It seems that it is of more help on an older computer with an older OS.
