AFAIK - Its a proggy that sits in your systray and monitors every time an app on your PC crashes and reports its findings back over the web to the parent company, giving them all sorts of information on what programs are buggy and need work (Windows 'explorer' process crashes a lot!).
Or am I thinking of another proggy?

Hi the site is www.bugtoaster.com
any comments ? i think it may be usefull for those that are a bit nervous of delving into the inards of their 'puta.
but i was mainly concerned with the possibility (if any) of opening yourself up for other problems,

Would not use it myself

By the Bugtoaster website's own reckoning, the "bugevolve.exe" component of Bugtoaster is #26 on the top-1000 list of crash-causing applications. Not a very good endorsement, or confidence-builder for using the program.
