Take it to a qualified technician

Some files are missing, have been relocated or are damaged in some form.

While the answer may be eventually advised the time and frustration may probably outweigh any financial outlay.

Just install windows over top of existing installation. Boot up with bootdisk and run setup off the win95 CD. You will probably have to re-install programs, but your info will not be lost.

And run a virus checker. Even MSAV (which I think is in one of the directories of the W95 CDs) will do. I often get the old boot sector viruses because I have a lot[ of old floppies. :D Missing .COM files is one of the symptoms.
