If Windows 2000 or XP then boot from the CD and it will allow you to format as part of the install. Can't remember back to 98 but think so as well.

Make a windows boot disk. Restart PC with disk in. If it gives you a menu, choose start with CD ROM support. When you get to a: prompt, enter command format c: then reboot and pick menu as above. Note what drive letter it has given your CD drive, then enter cd ?: (?=cd drive letter) then enter command setup. If you do not get the menu, you will have to go into your BIOS and changed the boot start to a: drive first boot device.

And as I said if it is Windows 2000/XP then boot from the CD and you wont even need the floppy and the trouble trying to install from the floppys that some PC's seem to have.
