Is the PC trying to connect behind any routers to the exchange server?
Is it running Windows Nt and the Exchange server is NT 4.)?
When the Exchange Server Administrator program fails to find any Exchange Server
computers to obtain the Exchange Organization Hierarchy, it is usually because
the PDC is located on a network segment where no Exchange servers exist. Because
the Locator Service uses a broadcast-based discovery mechanism, routable
protocols such at TCP/IP fail to discover Exchange Server computers unless they
are on the same network segment. To ensure reliable browsing, a default server
name should be provided prior to hitting the browse button, or an Exchange
server should be located on the same network segment as the PDC.

The PC is on the same subnet as Exchange.
Client is W2k and Exchange is NT 4 - this should make no difference in connecting. The PDC is also on the same subnet.

Oh right
How about this then
The Microsoft Exchange User Manager Extensions require that you have an NT account (with the same password) on your client, and a matching NT account on the Exchange server (s) you are attempting to administer. If you do not have and account with the same password on the Exchange server you will get a message similar to the one above.
