ok, I have done the change from a DIVX file to a VCD file, but the whole movie will not fit onto one CD, so is there a way that I can split the movie into 70 MInute parts??

Download Virtual Dub (http://www.virtualdub.org/). It's an excellent GPL video processor that can do exactly what you ask.

Basically, you can select a length of the video and save it to a new file. If you can't figure it out from looking at the file, let me know and I'll have a go at it when I get home.

I have downloaded the program VirtualDub 1.4.13, so how do I get a movie and cut it into 70 minute intervals from this program?
