When some web pages load instead of photos there is a red cross. I've recently installed nortons firewall and was wondering if this had anything to do with it.

That depends.

Are these websites your visiting websites you normally visit? If they worked before installing Norton Firewall, then that may be the culprit. However, I don't think so. Norton Firewall should only block out ports not in use, which should not stop your web browser from recieving data.

The red crosses mean that the picture was not found or a timeout had occurred or you stopped it before it could do anything.

If you are running WinXP, goto the Windows\System32\Drivers\Etc directory and rename "hosts" and "Lmhosts.sam" by adding .sav to the end.

Rigfht click on the cross and click show photo.

I have WinME and thats what happens on my system anyway.
