How can I remove the favourites menu, documents menu and the help item from the start menu?

I never use these and they clutter up my start menu.

I am running windows 98 SE.

I think you have the option of right clicking on the menu item and deleting.

I can only do that inside the programs menu or above the programs menu.

You can remove Favorites, Documents menu item using TWEAKUI available here Tweakui133 (http://www.microsoft.com/ntworkstation/downloads/PowerToys/Networking/NTTweakUI.asp)
or maybe Tweaking Toolbox for Windows (http://www.windows-help.net/ttw/index.html)
I'm not sure in Windows 98 you can set the policy to remove the Help menu item For Win ME and above you have to edit the Registry. See here Remove_Help (http://www.winguides.com/registry/display.php/547/)
