My C drive props says capacity 9.54GB FAT32, which is right but Drivespace says 2GB not compressed. What does this mean? Do I need to know exactly how big, compression, partitions, etc before formatting and reinstalling Win98. How do I find all this out

Drivespace is limited to 2GB. The limit is related to the maximum number of clusters and the largest cluster size in the FAT16 system. You cant compress files that use FAT32, so I would just ignore Drivespace, or even uninstall it.

Its a pretty useless piece of junk anyway in these days of big hard drives.
It may have made some sense when drives were around 1GB.
