when i look at the list of irqs there are two things i don't understand.
the first is 'IRQ holder for PCI steering' when i looked this up it said that it means a PCI device can be used on that
the second is 'programmable interrupt controller' am i right in guessing that one is free to be used?

Yes, the IRQ holder for PCI steering is something that allows more than one hardware component to share an IRQ address. For example on my computer I have Soundcard, Graphics card, and Modem all sharing IRQ 10, without the IRQ holder this would be impossible as the CPU wouldnt know which component sent the IRQ.
